Overview

You may recall attending team meetings where colleagues said, “I feel  this would be good for our patients,” or “I believe that this plan will  help to position our department as a leader,” or “if we could only get  this budget item approved, I am sure we would be successful.”  This week you will be challenged to move beyond speculation, and to  develop some basic financial skills to demonstrate the potential impact  of a marketing idea in a measurable manner so that the senior leadership  team can make a more informed decision. Quantitative and qualitative  elements are included, and you as an intern will now be prepared with  tools that assist in more objective decision making. One of these tools,  the cost-benefit analysis, has a wide variety of applications beyond  simply estimating the impact of marketing plan action steps or  interventions.

St. Anthony Medical Center’s Labor and Delivery service line is  challenged with growing the business using a market pull strategy. To  achieve this overarching goal, you will propose a marketing action plan  with accompanying proposed costs and benefits. Additionally, your plan  will need to include costs and benefits for each proposed intervention.

In this assignment, you will use cost-benefit analysis and make a  final recommendation as to whether or not the plan should be  implemented. You will also propose a rationale for your recommendation.  Use a cost-benefit analysis spreadsheet, either the one provided by the  finance director or another of your choosing, to analyze the financial  impact to the organization. Note: Distinguished  performance includes analysis of three alternatives over a three-year  time period. These alternatives include remaining status quo with  spending ($10,000 per year), reducing the budget by 10 percent, or  increasing the budget by 10 percent. Hint: Use of various social media can decrease costs and increase market reach.

Instructions

1. Formulate the new St. Anthony Medical Center Labor and Delivery  revised service offering including features, advantages, and benefits to  consumers.
2. Segment the market of targeted labor and delivery consumers, using a  table that matches features and benefits to each consumer segment (for  example, age, culture, and so forth; expectant single teens, culturally  diverse groups in the community, mid-career married working women, same  sex partners seeking in vitro fertilization, and so forth).
3. Create a plan of action comprised of marketing communication  channels to reach each customer segment (for example, Web sites, social  media, radio, TV, signage, health fairs, events, collaborative  partnerships, targeted mailings, free educational offerings, and so  forth).
4. Explain costs and benefits for each marketing communication channel  intervention by using Plowman’s cost-benefit analysis tool from this  unit’s studies, linked in Resources. Hint: Remember to identify costs and benefits; Recall that the total cost of the action plan cannot exceed $10,000 per year.
5. Make a recommendation as to whether or not the organization should  proceed with the proposed interventions, and provide rationale.

When looking to establish an evaluation model, it is necessary to look at the curriculum design and analyze its effectiveness (Billings & Halstead, 2016).  Our team selected both formative and summative models of evaluation.  Formative evaluation occurs during the individual sessions, allowing the educator and learner to give feedback on the curriculum as it is presented (Klenowski, 2010).  The summative evaluation looks at our program as a whole, and looks at adherence of program mission, vision and philosophy. 

            The two curriculum components to include in the evaluation model are those of organization and goals.  Our curriculum sessions are organized in logical order; we establish a simple to complex model of learning.  When evaluating our sessions,  we would look at “increasing depth and complexity to determine whether the sequencing was useful to learning and progressed to the desired (program) outcomes” (Billings & Halstead, 2016, p. 475).  In addition, with a summative model, evaluating if the program goals have been met at the conclusion of the program will look at the effectiveness of the curriculum (Klenkowski, 2010). 

            As a Community Health Accreditation Partner (CHAP), our facility meets the requirements for accreditation, specifically adequate management of pain (CHAP, 2017).  The program we have developed will cover the educational needs of the family and caregivers, as well as provide hospice nurses with the necessary tools to implement and evaluate the management of pain in the home.

 We have all mentioned in this week and prior weeks discussion that cost of care is not always affordable whether you do or do not have insurance. In thinking about the implementation of the ACA, if insurance coverage was not obtained then financial penalty ensued. So basically (in my area) if you couldn’t afford to pay, you payed, to the tune of up to $285.00 per family in 2014, $325.00 in 2015, and $2085.00 in 2016-2018 (Eibner & Nowak, 2018). How did that make sense? After 2018, the financial penalty mandate was eliminated due to the Tax Cut and Jobs Act of 2017. Per the Congressional Budget office, this mandate elimination is estimated to reduce health care coverage by 3-6 million between 2019-2021 and increase the premiums on the individual market by approximately 10 percent (Eibner & Nowak, 2018). Meaning others payed to make up for the loss in penalty payments. The proposed plan of 2020 by President Trump is looking to allow pre-existing conditions to be a consideration for companies again, which will lead to yet higher premiums and higher rates of uninsured. All seems confusing with much back-and-forth.
Rising health care costs due to new technology, prescription drug costs rising, rise in chronic disease, and high administrative costs are no secret. Cost management needs to come from all angles. Yet it seems no one financially benefiting wants to take the hit. Fifty- nine percent of physician in the U.S. state they are aware their patients have difficulty paying for care services (Laff, 2015). Yet, according to Laff (2015) salary report, “salaries for family physicians rose 10 percent between 2014 and 2015, the fifth highest rate of increase for any specialty.” I would venture to say that it would be a rarity to find a worker in the medical field that would say they feel they are overpaid and willing to take a pay cut to help reduce medical costs and allow more to be insured.
With this class making me more aware of the issues and proposed plans, it surely makes me wonder if resolution is even a possibility, or if the gap will just widen as each new plan that gets put into place just gets overturned by the next in office and more people get lost in the mix.
